2009 Year in Review: A plan to spur adoptions
New preserves for wild horses in the East and Midwest is the latest government plan to help foster adoptions. The Bureau of Land Management keeps 32,000 horses in holding facilities and manages another 37,000 free-roaming horses in 10 western states.
