Sacramento, Calif. -- Gov. Arnold Schwarzenegger signed into law a bill making cattle and horse tail docking illegal in California.

The procedure is now a misdemeanor, unless the docking was performed as an emergency veterinary treatment. The law also addresses penalties for importing animals with docked tails.
