"It is a difficult challenge to try to sort out which procedures should be done by veterinarians and which procedures can
be done by laymen," Palmer says. "As veterinarians, our view is that we are trained uniquely in the anatomy, physiology and
medical procedures that are important in taking care of these animals, and we feel that there is some risk to the public if
non-trained individuals who don't have that kind of training go ahead and perform these procedures."
